Abstract: | A number of trends suggest that the GATT is likely to be subjected to a protectionist attack on environmental grounds in the 1990s. One of these trends is that the costs of compliance with environmental measures in the future are likely to increase. The second is that with the overall reduction in tariffs over the past decades, the use of non-tariff barriers has increased in response to changes in comparative costs. The GATT may not be ready to confront these pressures. Many of the relevant rules are subject to varying interpretations, thus causing uncertainty and friction in trade, so there is a need to clarify existing rules vis-a-vis environmental policies. |
