Abstract: | For adapting and supporting reentry to GATT, China has reformed the management system of foreign exchange. China has adopted a controlled floating exchange rate, developed coordination market of foreign exchange and introduced foreigner owned and joint venture banks. But now China still keeps the dual exchange rate--official rate coexisting with market rate. In the management of foreign exchange administrative methods are excessively relied on. It is suggested that in the future a single and controlled exchange rate be adopted and foreign exchange market regulated. Retaining a portion of foreign exchange quota should be forbidden and replaced by retaining a portion of spot exchange. Foreign exchange policies should be unified and administrative control be weaken. |
