| Abstract: | The defects of the land policy are embodied in the following aspects. 1. The policy emphasizes on defining the collective ownership of land, but it is vague as to which level of collective is concerned. 2. It is established that farmers' right of land contract will remain stable for a long period, but it is unclear as to who belongs to collective organizations and has the right to contract. 3. It is established that farmers who have contracted for land should pay for public expenditures to rural communities, but it is unclear whether these payments belong to land rents or managerial fees. Therefore, the charging standard becomes a serious problem. 4. The problem of economic benefits in the course of transformation from farmland to nonagricultural land, the contradiction of the relationship between farmer and land remains to be solved. |
