Abstract:The emigration of educated and skilled Canadians from Canada to the United States has always been of concern to Canadian policymakers. Recently, the phenomenon has literally become front-page news in the Canadian media. Media discussions of the phenomenon speculate about the underlying causes of the new "brain drain". Among the causes cited is trade liberalisation between Canada and the United States.
