Abstract: | It is argued that the UK and Europe must play a leading part in : developing the economically and socially sensitive use of information and communication technologies (ICTs); accelerating the transition to environmental sustainable development; and curing the social and economic ills of high unemployment. A systemic approach to these three linked goals is proposed, comprising four main policy proposals: a restructuring of taxation and benefits to increase the supply of jobs, discourage environmentally unsustainable activities , and encourage a more rapid take-up of ICTs; a reappraisal of R&D policy to support environmentally sustainable development and alternatives to formal employment; greater local economic self-reliance; and improved education and training. |
