Abstract:An important role in the Swedish welfare state is attributed to the Swedish Social Insurance Agency ('Försäkringskassan' in Swedish) which has recently made a number of major changes. Critics have complained and the changes have put the agency at a number of crossroads in dealing with problems, e.g. regional differences in the application of rules. This article discusses some of these choices. There are four dichotomies: uniformity - local adaptation, centralisation - decentralisation, specialisation - generalist approaches, and closeness - distance. These dichotomies are illustrated by examples from the agency. In general, it is concluded that despite the rocky road, there has been lots of internal consistency in the combination of measures taken (original in Swedish).
