Abstract:The need for universal standards in computing, to allow any system to communicate with one by a different supplier, has been recognized long before. Yet progress towards "open systems" is extremely slow. The fault lies not just with manufacturers; users are also to blame. Although some of them want more urgency. The OSI (open systems interconnection) model has seven distinct "layers". Only the top four have so far been implemented. The pace of innovation means that the standards setting process lags behind commercial realities. Thus the most successful standard ever agreed was not drafted by the ISO (International Standardization Organization) but planted in the market.
