| Abstract: | Comprehensive reform practiced in Beijing's light industry supplies a new choice for invigorating state-owned enterprises. Reform of state-owned enterprises should be combined with the establishment of new enterprise system. The reform of state-owned enterprises should be regarded as a part of the establishment of modern enterprise system. Reform program should be worked out and implementation should be made step by step. Relations of reform, development and stabilization should be correctly handled. |
