| Abstract: | The reasons of inflexible mechanism and low efficiency in state-owned enterprises include unregulated organization structure and regulated management structure. The main obstacles of transferring mechanism are providing employment for the extra personnel and handling unpaid debt. The keys to establish the modern enterprise system are reforms of property right system, investment system and fund-collecting system. The government should set up unified social security organization. |
