| Abstract: | There are quite a few problems in the system of retaining a portion of foreign exchange, for example, the use of foreign exchange which does not conform to the regulations, the complicated methods of retaining a portion of foreign exchange, the difficulties in the management of retained foreign exchange, the aggravation of barriers between higher and lower levels and between different department or regions. So the reform should include two steps, first, to carry out and to keep reforming the present system of retaining a portion of foreign exchange, and then finally to cancel the present system of retaining a portion of foreign exchange and to replace it with retaining a portion of spot exchange. |
