| Abstract: | To secure a dynamic performance on state-owed enterprises, it is far behind the stage that the government leaving authorities to enterprises. One important step is to carry out the spirit of the Party's 14th General Assembly and clarify the ambiguous concepts of the ownerships and obscured views on responsibility. Authority and benefit which exist in state-owed enterprises in order to set up a proper ownership in enterprises accorded with the demands of market economy. |
