Abstract:The modern enterprise system which is being practiced at present in China is a historical progress and is a leap based on giving firms more deciding rights and firms' contract responsibility system. There will produce following 4 changes to transfer state firms into modern enterprise. First' firms own corporate property rights. Second, firms' property rights are clear. Third, firms have corporate rights of deciding for themselves. What's more important is to implement `No principles' as international practices. Finally, modern enterprises objectively require the government strengthening macro economic control.
