Main contents: designate the proper outlay scale of central and local finance; make it clear who is the main body of public capital's beneficial owner and to whom the assess rights belong; set up the single-structured administrative department for public capital; and clarify the obligations and responsibilities among the inner owners, businessman and the employees in the state-owned enterprises. |
