| Abstract: | As early as 1984, the Central Committee of C.P.C. explicitly stated that state enterprises were to achieve self- management and be responsible for their own profit and losses. So far, however, this goal has yet to be attained due to two still insolvable difficulties: 1. The market environment required by self-management has not been created, 2. The actual forms of enterprises being responsible for their own profit and losses have not been found and the property rights of enterprises have not been tackled satisfactorily both in theory and in practice. |
