Abstract:The core of socialist public ownership is to abolish the system of exploitation. So repelling the right of return on assets is the basic feature differentiating public ownership from private ownership and the core mark of socialist economy. Thus, whether or not the right of return on assets is repelled is used for drawing a dividing line between state-owned economy under ownership by the whole people and public economy under ownership by the government and differentiating state-owned enterprises from stock enterprises. Because of the incompleteness of public ownership at the present stage, state-owned enterprises must not expel return on assets if they want to realise market-oriented operation of state-owned assets, but they can not mix the nature of public ownership and that of private ownership.
