| Abstract: | The present reform is being conducted following the so-called logic of "putting the interest of shareholders above everything else", which makes the reform of state-owned enterprises fall into dire straits. In view of this, this paper puts forward the logic of "cooperation between mutually-related units in interest", which the reform of state-owned enterprises must abide by in order to realize the transition from "unilateral governance" to "common governance". The core of common governance is economic democratization, that is, every property owner participates in enterprises' policy decision and supervises each other on the basis of equality in order to raise the efficiency of the governance structure of state-owned enterprises. |
