| Abstract: | Under the condition of "No clear distinction between government and capital", it's logically impossible for state-owned enterprises to cut ties with government and carry out autonomous management completely. Judging from the institutional angle, institutional reform in closely interrelated with the governmental function transfer. The basis for institutional reform lies on the reform of property organizational pattern of state economy. The institutional reform could be in place only when focussing on the key issue-readjustment of assets relationship and property organizational pattern. |
