| Abstract: | The basis of strategic transfer of the national economy in the distributional structures is to reform the national enterprise to non-nationalization, especially the national enterprise exit in the competitive areas. There are three problems demanded prompt to counter-measure in the theory as follow: 1, to seize the big one and give the small one up. The national enterprise should reform with the non-nationalization; 2, There are three ways to exit, one is through the markets, two is the executive control and three is the running of and devalue of non-market executive assets. 3,The measures for the result of non-nationalization reform should be the standard of right and wrong with "three beneficial for". |
