Abstract:The potential economic and environmental benefits of increased energy efficiency are now widely recognized. However, analyses, policy proposals and discussions about energy efficiency have been largely concerned with the technical and economic potential for increased energy efficiency, at the expense of the behavioural and implementation issues associated with achieving that potential. The behavioural programme evaluation literature on energy efficiency suggests that reliance upon market mechanisms alone will not permit realization of efficient levels of energy efficiency.
