Abstract:The "Enterprise of America's" initiative , and Latin America's recent formation reformation of trade blocs, has been well received by most Americans as a prelude to a kind of American Economic Area (AEA). However, costs structures must be brought to well levels and real exchange rates but must be stabilised before a significant volume of trade will flow. Substantial "back leverage" cost reduction will take place before trade will occur. Worldwide costs comparisons, like Kearney's Global Sourcing study, could accelerate these trade flows and the translation to world-class levels of cost, quality and technology in Latin America.
