| Abstract: | The behaviour of the major institutions involved in the development of telecommunications polcies in the USA is examined. After reviewing the telecommunications regulation since the second world war, the article explains why basic changes are necessary. There is a growing recognition that the business and social opportunities of the information age are not being adequately met. |
