Abstract:Despite the lofty goal of decreasing America's contribution to global warming and raisking a cool USD 7 billion toward reducing the national debt, President Bill Clinton's proposed energy tax presents an unwelcome burden to many consumers. While some gripe about the extra dollars the tax may add to their monthly bills, consumers give little thought to how unfair the balance of those bills may be. In California, for example, consumers are beginning to pay more for the energy they use as a result deregulation initiated during the Reagan/Bush years.
