Abstract:Despite the empirical fact that there is no such thing as not having industrial policy, economic theorists are neglecting to a great extent the analysis of industrial policy.It is the purpose of this article to present and develop theoretical arguments for industrial policy.The "market failure", the international trade, the "growth" and alternative strategic management and "networking" arguments for industrial policy are presented.These arguments are not exclusive but build the case for industrial policy on the analysis developing from the study of markets and macroeconomic issues to the study of competitiveness of firms.Firms are put increasingly into the center of the analysis.The general conclusion is that supply analysis is at times more important than demand analysis because productive capacities do not spontaneously adapt in a proper and efficient way.
