| Abstract: | Consensus forming is an integral part of any effective strategic guidance of the economy.The small European states differ from larger ones in how they respond to economic change.They combine international liberalization with domestic compensation.The result are flexible policies of adjustment that, on questions of industrial policy, avoid both the indifference and the ambition of some large states. In the case of Slovenia both social and more liberal concepts are suggested in forming the basis for an effective strategic guidance of the economy. |
