| Abstract: | The author presents the methods of regional financing in Italy, focusing on the finances of Friuli-Venezia Giulia whose various funds are described in detail.The prevailing form of financing under the current system are government transfers, the author concludes.A new draft law on the reform of regional finances seeks to establish a stable long-term financing on a systematic basis, through introduction of two funds: the current expenditure fund and the investment fund.The draft law, however, leaves out of consideration the key interest of the regions - greater autonomy in taxation policy. |
