| Abstract: | The aim of function transformation is to change the People's Bank of China into a real central bank. This is the most important task of financial system reform. Besides improving basic construction, enhancing staff's quality to meet daily work need, we should create a good external environment-- correctly handled relations among bank, local governments, administrative sectors and various financial organizations. |
