Abstract: | Free markets and democracy need more than just liberal laws and elections to work properly, as post-communist countries are belatedly discovering. Some people still want to take advantage of the collapse of communism to create something more than "just" a free society. For them, it is not enough that our country has free citizens - they would like it to have better citizens. These words, uttered by Czech prime minister Vaclav Klaus, neatly sum up a debate that is quietly underway across post-communist Europe: how to rebuild civil society. |
