| Abstract: | This paper presents the results of an empirical study of the inward-outward internationalization patterns of a large number of Finnish SMEs. In the light of the patterns shown, Finnish government policy towards the encouragement of inward international operations is examined. It was found that the majority of Finnish SMEs in the study began international operations on the inward side rather than the outward side, raising questions about the mix of government policy towards export promotion. |
