Abstract:While Beijing moves towards WTO membership and promises to abide by free trade rules, some of its ministers are doing the opposite: protecting state-owned enterprises. Chemtex has set up factories in China for a decade, but only recently discovered the country's fear of foreign machines. That happened late last year, when Beijing published a long list of capital equipment - everything from boilers to turbines - barred from entry unless Chinese inspectors first tour the overseas plants that make them to certify for safety.
