Abstract:Since 1990, the phenomenon of the coexistence of the surplus of domestic savings and large-scale inflow of foreign capital has arisen in Chinese economy. It is a special phenomenon which appears in the transitional process of Chinese economy. The erosion of bad assets and the outflow of capital are key factors which cause the phenomenon. National savings occupied by bad assets are a net loss of national wealth. Bad assets exert profoundly bad influences on economic development. Therefore, creating a stable and fine institutional environment, maintaining the strong momentum of economic growth and improving economic efficiency are the bases of preventing the outflow of capital and the unfavorable attacks of international capital as well as holding an invincible position in the world economy which is becoming increasingly open day by day
