Abstract: | China's import and export has transformed from the opening mainly focused on coastal manufacturing industry to all inclusive opening; from developing the trade based on horizontal division of labor to developing the trade based on both horizontal and vertical labor division; from "encourage export while limit import" to creating a more neutral competitive environment for internal and external enterprises. The conditions to realize balanced growth are as follows:reform import system, reduce tariff and non-tariff measures; maintain the stable and coordinated development of macro-economy; adhere to and improve controlled floating exchange rate system; rationally direct foreign investment; adjust and control import and export according to internationally observed regulations, encourage enterprises to face international market, and so on. |
