Abstract:This article examines whether a high level of new firm formation in a region stimulates employment growth in that region. Using Portuguese data for the period 1982-2002, the lag-structure of these effects is analyzed. The results indicate that employment growth is more affected by indirect effects of new business formation than by direct effects, and the maximum indirect effect is reached after about 8 years. Contrary to the evidence from other countries, in Portugal the positive indirect effects do not appear to tail off. This is likely caused by the general pattern of results in which lags seem to be longer for Portugal. The authors suggest that the lag times and magnitudes of the impacts on employment are dependent on the types and qualities of the new firms.
