Abstract: | Since the 1960s, ombudsmanship has got increasingly popular. This article explores those seeking the help of ombudsmen in Belgium, asking whether ombudsmen's intervention has a noticeable effect on citizens' confidence in government and public administration (here as: pbl-adm). Based on three surveys of over 620 complainants, the analysis suggests that the ombudsman in Belgium ought not to be seen as only an instrument to help citizens but also to function as "change agents", providing early warnings of problems in pbl-adm. In addition, the findings indicate that the socially disadvantaged are less likely to use the institution. |
