Abstract:The debate on determinants of organizational structure as culture-free versus culture-specific is addressed. The arguments of the two parties about the effects of societal culture on internal structure is tested. Formalization and centralization are used as structural dimensions. They are measured as perceptions (regime) of social service workers rather than form that is officially prescribed. Seven hypothese were tested on 58 public and non-profit welfare organizations in three USA districts with distinctive histories and cultures. Multivariate regression results show that culture/locale predicts formalization and both culture/locale and size predict centralization. Significant interaction effects were discovered.
