Abstract:The Peacock Committee supported some form of competitive tendering for ITV, but recommended a so called safety net by which IBA could refuse the highest bid if it was not in the public interest. Now the Committee attacked the government's proposals that ITV franchises should go to the highest bidder.New franchises should not be granted in perpetuity.
