| Abstract: | The situation of children is examined on a global basis. The limited allocation of national resources serving the interests of children is due more to the ways in which available funds are allocated than to the absolute shortage of funds. More effective institutional arrangements for improving the lives of children should be created. The need for a new Global Children's Agency is discussed. |
