Abstract:Tumultous political events have thrown into sharp relief the full extent of the problems now faced by the economies of Eastern Europe. As managers and policymakers in the West begin to look beyond the headlines, what they see is that these problems, bad as they are, reflect a deeper, systematic failure in all phases of these countries' economic organization. Unless addressed directly, this "system gap" will render ineffective any piecemeal efforts at reform. Existing shortages are: productivity -, marketing-, capital-, environment-, infrastructural-, motivation-, management-, democracy- and finally legislative gap.
