| Abstract: | At present, there is an objective reality of inclination for individuals in the distribution of national income. The inclination channels include the following: the profits of enterprises are eroded and public assets are turned into incomes; circulation profits have helped some people to become rich; charges and fines are imposed arbitrarily; "creation of incomes" has gone out of control and illegal deposits have swelled; taxation policies are stagnant, tax collection is not reinforced and income has drained away from the country. |
