Abstract:It may be just an acronym to most people , but OECD means a lot to Kim Young Sam. South Korea is poised to become only the second Asian member (after Japan) of the Paris-based rich-nations club that is the Organization for Economic Cooperation and Development. The South Korean president wants no one to miss the significance. In a recent speech to a Korean-American audience in Los Angeles, Kim said Seoul's decision to join the OECD may be as consequential as its choice a century ago to shut itself off from the outside world.
