| Abstract: | In the field of income distribution in China, the problem of unequal starting points is especially striking. It can not be settled by means of secondary distribution. In view of this, we should take realising the equality of starting points as the top policy target when solving the problem of income distribution of residents at present and put stress on the settlement of the problem of chaotic order in the field of primary distribution. Of course, this doesn't exclude using the means of secondary distribution while solving the above problem to accumulate experiences and gradually make transition to the distribution policy with the equality of results as the top target with the equality of starting points realised. |
