Abstract:Organizational democracy has come a long way in the last 20 years. Substantial changes in the structure of the economy are forcing enterprises to rethink the way they approach the distribution of organizational influence. However, despite these developments, there is still increasing evidence that employees don't always see themselves as beneficiaries of such change. Surveys and reports regularly highlight unacceptable levels of employee cynicism, disillusionment and alienation. It seems that attempts to instill democratic principles in organizations do not always work. There is some piece of the jigsaw missing, a piece that is integral to governmental democracy, but seen as inappropriate to organizational democracy-the fundamental legitimacy of political activity.
