Abstract:This article proposes a new mechanism, Country Undertakings and Rights for Environmental Sustainability (CURES). CURES promotes sustainable development and provides financial incentive for both rich and poor countries to improve their national environmental (hereafter as: env.) performance. Countries' common, but differentiated responsibilities are taken into account in the mechanism. CURES would operate as a large fund into which rich countries would pay based on the level of population, per capita income and change in a measure of env. sustainability. Receipts from the funds would be made to poor countries based on population, per capita income and absolute level of env. sustainability.
