Abstract:The alleged charge of European construction impeding redistributive policy at the national level is undoubtedly one of its' main pitfalls. Until now, the charge has not received widespread attention among economists. Over the last few years, an increasing amount of research has been devoted to the conjecture. The purpose of the paper is to survey the literature, presenting conventional wisdoms, discussing the most important qualifications, and the solutions. In the second part, redistribution across countries is considered, assuming the existence of some supranational government. In addition, differences btw. the supranational and national governments are shown to play a crucial role.
