| Abstract: | This study was prepared during the first stage of a research project entitled "Fiscal Crisis in Central and Eastern Europe under Transition", carried out by CASE -- Center for Social and Economic Research and sponsored by the Ford Foundation. The authors based their work mainly on statistics provided by the Ministry of Finance and the Central Statistical Office and on existing legislation. Some earlier research carried out by CASE in 1993-94 was also partly used in preparing this publication. |
