| Abstract: | With the approaching of the period of "mixed economy",which means market, government's planning and interference as well as people's behaviors and habits all play a role in the social economy, all nations are attaching importance to the utilization of fiscal power and monetary power to control or make up deficiencies in the mixed mechanism. Fiscal transfer payment system, including transfer payments from government to individual and among governments, are applied extensively in western industrialized countries as a major tool to give full play to government's fiscal power. Starting from the angle of comparative analysis of characteristics of the patterns fiscal transfer payment systems among governments of major western industrialized countries, this essay aims to contribute to the reform of fiscal distribution relationship among governments in China. |
