Abstract:In view of development and stability, Chinese government's fiscal policies have played a significant role in its regulation of the economy on the macro-level since China began reform and opening to the world. The total effect of the policies is 1.3% increase of real GNP. In the period (1981-1996), the average anal growth of real GNP was 9.9%. Thus the contribution of fiscal policies to growth rate is 13%. In 1990s, the effect is relatively marked. The free effect (based on the policies of opportunity alternatives) results in 2.4% increase of total demand, while the automatic effect (based on the policies of inner flexibility) 1.0% decrease of total demand.
