Abstract: | Optimal tax and spending allocation rules are derived in an endogenous growth model where raw labour must be educated to become productive and infrastructure (here as: i-strct.) services (as: srvs.) affect the schooling (as: s-lng.) technology. Growth- and welfare-maximizing solutions are compared under non-separable utility in consumption and government-provided srvs. Among other results, it is shown that the optimal share of spending on i-strct. depends on production elasticities and also on the quality of s-lng. and the degree to which i-strct. srvs. affect the production of educated labour. |
