| Abstract: | Reviewing the progress of our national finance system since 1949, this paper analyses the reasons, functions, advantage and defects towards surplus and deficits responsibility rest ing on various levels of local governments, and envisages the reform of local-finance responsibility system and preparing the conditions for realizing the tax-sharing system, emphasizing the basic principle that the compatibility of the right of decision-making and the right of financing must be presised in financial system reform and that the relation of financial rights between central and local governments must be readjusted from time to time. |
