| Abstract: | Over more than decade, new and high-tech-based enterprises have been flourishing. Across the country have been formed over 120 new and high-tech industrial development zones including 53 national-level ones, 52 provincial-level ones and 18 ones at below provincial level. At the same-time, large numbers of new and high-tech-base enterprises and large quantities of brandname products with high technological content and strong competitive force have emerged. But compared with the advanced and newly-emerging industrial countries in the world, there is a certain gap, in sci-tech level, ability of research and development, input in sci-tech and people's sci-tech quality. Therefore, we must have a clear understanding of it. |
