Abstract: | There is a growing debate on both sides of the Atlantic about revitalising and updating relations between the European Union and the USA. One of the most significant contributions to date has come from the EU trade comissioner Leon Brittan. He calls for improvements to existing links and for possible new ties (a free trade area or other contractual options). The transatlantic consensus about the need for better relationships has not diminished the USA's vigilance against practices by the EU or individual governments which are perceived as discriminatory against US firms. The latest target of Washington's trade policemen is Germany's alleged discrimination in the award of public contracts by its electricity utilies. |
